Summary:

The Board also noted that the building work on the staircase was carried out by an employee of the Respondent, and as it was not restricted building work, there was no obligation on the Respondent to supervise the work. The Respondent nevertheless took on that supervisory responsibility.
However, the Board held that the workmanship issues did not reach the seriousness threshold, and the disciplinary offence was not upheld.
